Fixed Income Does Not Mean Fixed Housing Costs

For an older homeowner, the important question is not only whether the property-tax rate rises. It is what the total annual cost of remaining in the home may become.
Age context
Laguna Vista's median age is 56.3 (±6.3), compared with 35.6 (±0.1) for Texas.

Fixed income. Variable house.
Costs that can vary over time. This is not a prediction that any will increase.
- Property taxes
- Homeowners/wind/flood insurance
- HOA dues
- Special assessments
- Utilities
- Maintenance and repairs
- Drainage/infrastructure costs
What Texas tax protection covers
- Texas limits school district property taxes on qualifying residence homesteads of homeowners age 65 or older or disabled.
- Counties, cities and junior college districts may adopt their own local-option limitations.
- New improvements to the home can affect the ceiling under the applicable rules.
Texas provides important age-65 protections, but those protections do not freeze the total cost of homeownership.
Whether Laguna Vista or Cameron County has adopted a local-option ceiling has not yet been verified against a local adoption record.
Social Security: a projection, not a cut
The 2026 Social Security Trustees Report projects that the Old-Age and Survivors Insurance (OASI) trust fund can pay full scheduled benefits until the fourth quarter of 2032. If Congress takes no corrective action, continuing income at that point would cover 78% of scheduled OASI benefits.
This is a projection under current law, not an announced benefit cut.
What growth can improve
Growth can expand taxable value, add customers and commercial activity, and support amenities and municipal revenue. TCHI is not assuming growth is harmful. The question is whether its long-term costs and responsibilities are visible alongside its benefits.
What TCHI is investigating
Municipal
- new taxable value
- Town-retained revenue
- TIRZ commitments
- added services/infrastructure
- net fiscal effect
Private / HOA
- new development
- common infrastructure
- inspection/acceptance/warranty
- responsibility transfer
- reserves/insurance
- future repair/replacement
- possible owner cost

UNDER REVIEW
This is general civic information, not legal or financial advice. Eligibility and application of any exemption or limitation depend on the law and your circumstances.
What remains unknown
These are unresolved questions, not findings.
- Exact local age-65 city/county ceiling adoption and application
- HOA reserve adequacy
- Infrastructure ownership/maintenance responsibility
- Actual long-term municipal service cost versus retained development revenue
- Reliable 10/20/30-year projection inputs
The question is not whether Laguna Vista should grow. It is whether residents can see the full life-cycle cost of growth before today's new infrastructure becomes tomorrow's household obligation.
